Bulk Location Importer

Currently, locations must be created individually within the system. For organisations with a large number of sites, buildings, areas, or location hierarchies, this can be a time-consuming and repetitive administrative task.

Proposed Enhancement
Introduce a bulk location import feature that allows users to create multiple locations in a single action via a spreadsheet upload (e.g. Excel or CSV template).
